You need to have more posts in the forum first. I believe you need at least 5.

do you have your pm function enabled? in your profile setting for notification options make sure the box circled in this pic is unchecked....

an FYI from the admins:

"The 'promotion' to the user group that allows use of the PM System is not instant once the requirement is met. It can take several hours until the data base is updated."
